OFCCPs Indian and Native American Employment Rights OrogramAs a consequence of its participation in a Native American Outreach town hall meeting, OFCCP announced the Indian and Native American Employment Rights Program (INAERP) to “conduct outreach, education, and compliance assistance activities that promote the recruitment, hiring, retention, and advancement of Indians and Native Americans and protect their employment rights.” OFCCP has also developed an infographic citing the E.O. 11246 regulations which allows federal contractors to give preference in employment to Native Americans.

There is now a dedicated OFCCP telephone line (1-844-206-1836) for this program as well as an email address (OFCCP-INAERP@dol.gov). OFCCP also signed a Memorandum of Understanding (MOU) with the Council for Tribal Employment Rights (CTER) in December 2019. Some of the areas the MOU covers are as follows:

  • OFCCP will assist CTER in creating “linkages” (recruitment agreements) between federal contractors and Native American Organizations.
  • CTER will inform OFCCP when federally assisted construction projects are announced on reservations.
  • CTER will disseminate employment openings announced by Federal contractors/subcontractors identified by the OFCCP
  • CTER will communicate with the OFCCP regarding the effectiveness of the linkage agreements
