OFCCP Releases New Supply & Service Scheduling List of 400 Establishments

As was widely anticipated, the Office of Federal Contract Compliance Programs published a new Corporate Scheduling Announcement List (CSAL) for supply & service contractors today.

The new scheduling list includes 400 federal contractor and subcontractor establishments. Of the 400 audits, 12 are Corporate Management Compliance Evaluations (CMCEs) and 12 are Functional Affirmative Action Program (FAAP) reviews. No contractor is scheduled for more than four compliance reviews and no universities have been scheduled for review during this release. For the first time, compliance reviews for companies with more than three reviews were assigned to the same OFCCP region “so that both the agency and the contractor can engage in these reviews in a coordinated manner.”

Continuing a Trump-era policy, OFCCP published the methodology it used to develop the new scheduling list. According to the agency, OFCCP created the list by first identifying federal contracts and subcontracts valued at over $50,000 from the USA spending database. The agency looked at prime contracts during January – December 2020 and subcontracts during June 22, 2021 – December 22, 2021. The agency noted that it “focused on industries that have experienced employment growth during the pandemic” including those who are expected to receive “significant federal investments for infrastructure and economic recovery.” The agency’s methodology also included an analysis of EEO-1 data to “identify instances in which representation of demographic groups within EEO-1 categories differs from industry and local labor market averages.” Contractors whose federal contract expired on or before May 1, 2022 and contractors who were included in the FY 2021 supply and service scheduling list were removed. Only establishments with at least 50 employees were scheduled.
