What is VETS-4212?
The Veterans Employment and Training Services (VETS) require federal contractors to submit the VETS-4212 report annually. These reports include information on the number of Veterans employed and hired at each establishment, reported by EEO-1 category and Veteran status.
Who Needs to File?
All federal contractors and subcontracts with a government contract in the amount of $150,000 or more in the previous calendar year, regardless of the number of employees are required to file a VETS-4212 report.
Contractors can choose to use either the end of any pay period between July 1 and August 31st of the previous year, or use December 31st of the previous year to align more closely with their EEO-1 filing. And Berkshire can help you file!

- Data Analysis and Reporting
- The report includes the total number of employees and the number of employees who are protected veterans for each of 10 occupational categories. It also includes the number of new hires in the previous 12 months, and the number of new hires who are protected veterans. The source of the information used for the VETS-4212 reports will be the information that contractors received when inviting employees (post-offer) to self-identify as a protected veteran.
- For purposes of the report, “Protected Veterans” are veterans who are protected under the nondiscrimination and affirmative action provisions — which remain in place in 2025 — of the Vietnam Era Veterans’ Readjustment Assistance Act (VEVRAA). Specifically, this includes veterans classified as an active-duty wartime or campaign badge veteran (“other protected veterans”), disabled veterans, Armed Forces service medal veterans, and recently separated veterans.
- Establishment Review
- If a contractor is doing business in one location, a single VETS-4212 would be filed.
- Contractors doing business at more than one location, in addition to filing a completed VETS-4212 Report covering the principal or headquarters office, must file a separate VETS-4212 Report for each hiring location. Such contractors have the option of filing state consolidated reports covering establishments in each state that employ fewer than 50 employees.
- Filing
- The Veterans’ Employment and Training Service (VETS), collects the VETS-4212 reports which can be submitted online, via email or postal mail. The preferred method for submission is electronic filing through the VETS web-based filing system, and Berkshire consultants are well versed in navigating this platform and submitting your data.
