It is being reported that the Director of the Office of Contract Compliance Programs (OFCCP), Catherine Eschbach, will be leaving the agency to begin working at the Equal Employment Opportunity Commission (EEOC) as the Principal Deputy General Counsel.

Eschbach was appointed to lead OFCCP in March 2025, after President Trump issued Executive Order 14173, revoking Executive Order 11246 which made up the bulk of the agency’s enforcement work. Under Eschbach, the agency took steps to unwind the agency’s enforcement efforts by proposing to rescind the Executive Order 11246 regulations and requesting that contractors voluntarily report their own compliance efforts through the OFCCP portal. During her short tenure, the OFCCP also proposed revisions to the VEVRAA and Section 503 regulations. All proposed regulatory changes remain pending.

Ashley Romanias is reported to be taking over the role of OFCCP director. On the Department of Labor’s website, Romanias is currently listed as a Senior Policy Advisor within the Employee Benefits Security Administration, but her LinkedIn profile has been updated to reflect the title of Director, OFCCP as of September 2025. Her background is in private legal practice, though she did work as the Assistant Director, Executive Compensation for the Federal Housing Finance Agency for 3 years.

As of this writing, OFCCP has not made a public announcement about Eschbach’s departure or her replacement. Berkshire will continue to monitor this situation and will provide updates as available.
